Is pressure in domestic gas pipe lower than atmospheric pressure?

I have read that pressure in domestic gas pipes and appliances are around 22milibar, and that atmospheric pressure is around 1Bar (1000 milibar). If this is the case the presure outside the apliance is higher, so how can gas flow out the cooker burner?
