Ugg, trying, what to do, PLEASE HELP?

I have been talking to this girl for a couple of weeks and I have tried a couple of times to ask her out on a date. I know for sure that I really like her and she seems to like me because we have good meaningful conversations. But I have asked her out twice and she has given excuses everytime. They are legit excuses but it's making this difficult. I'm failing at getting this thing going. Why can't it be easier? What should I do because I'm stuck between a rock and a hard place.
