Trying to interpret an MSDS to determine VOC content and VOC less water and federally exempt solvents?

VOC less water is not really a correct term. It should be VOC (Volatiles less water) or just plain VOCs. They are trying to inform people that VOCs does not include water. Method 24 is the standard way of determining VOCs.
