Fix the 8yrs old ATX computer or buy a new notebook ?

8 years is ancient for a computer. If you don't travel, don't get a notebook, they look tempting, but don't. Instead build your own PC, you can build a quality machine with $700 which would be almost twice as good as a $1000 notebook.
